1) Will the user always need to open TCP port 1433 on the SQL Server?

A: No, this depends on the specific firewall in place.

2) Will the user always need to add any .exe files to the firewall dealing with SQL Server?

A: No, this depends on the specific firewall in place. If firewall allows you to filter by *.exe then it is the preferable option.
If using the Windows Firewall option, see http://support.microsoft.com/kb/914277 . If the firewall in use does not allow filtering by *.exe then port 1433 must remain open.
