I just installed Office Timesheets and am getting the subject error when I try to access the application. Can you specify what the permissions should be?
Answer
The error message is a result of insufficient permission levels for the IIS_WPG group. To enable the proper permissions right click on the "My Computer" icon and choose the "Manage" option.

Expand the "Services and Applications", "Internet Information Services", "Web Sites", "Default Web Site" and right click on your Office Timesheets Virtual Directory name.

Select "Permissions", "Add", "Advanced", "Find Now", double click on IIS_WPG Group, and hit "OK".

Mark the following permissions: Read & Execute, List Folder Contents, Read, and Write. Choose the "OK" button and you will be able to access your Office Timesheets URL.
